They are probably scars from previous break outs. there are many product that target this. I've heard garnier has one that works wonders.

Maybe you're allergic to something in your skincare? that's what it was for me and I figured it was because I used a foaming face wash. That probably sounds weird but every time I use a foam wash I get the dots on my face so I just stick with my cream washes :)
