What do you mean?
Well any form of eyeliner pencil can go on the waterline. The only type that can't (it will sting your eyes) is liquid. Hope this helps!

I'm not sure if there are liners that are made specifically for use on the waterline. I think people just use gel liners to apply to the waterline.
