I want to do some Joker inspired make up. What products could I use to get my face completely white? What could I use to get the scar effect beneath the glass glow grin?

I agree with meganw. scar wax from bennye n white clown makrup from been eye aswell bennye has awesome special effecta makeup!!

For the eyes you can smudge a lot black pencil around the eyes. white facepaints from brands like kryolan, ben nye or grimas. and for the mouth area soft putty and a little bit mastix is better, because this area moves a lot ;)

Rice powder is good for making your face that white. Its literally just a white powder, but it has good coverage. Rice powder is also good if you want to make any white cream base you may use more intense.
