The ysl touché eclait brightens up the under eye area. There are also good drugstore dupes of this. I like the maybeline one :)

I've never used it, but I've heard "Veil" concealers are made for such things. I believe Goss make up just did a video on it (titled how to cover birth marks) maybe its something you'd wanna check out :)
