Eyeprimer try elf its pretty good & eyeliner try jornada or NYC eyeliner there pretty good and cheap can get them at Walgreen or target.

I like the Loreal Paris gel eyeliners they don't smudge and it comes with the little brush to apply it and its always a nice solid colour. And for primers I'm not sure because I've only tried hard candy and for me I found it very oily feeling.. /:

A good primer is anything from almay! And I recently got a liquid liner from essence and it works great! No smudges.
