Well I had that same problem a few years back so I started looking into Lolita the into cosplaying but at the beginning I tried to break out of being plain by wearing kawaii accessories such as bows and geekie glasses but then I tried different hair colours which then lead me to having a wardrobe full of Lolita and cosplaying outfits. I would say to you to be brave and pick out it most colourful outfit and take it from there.

Like Sweetpastel said, you should start looking into styles you're interested in and go from there. Study it and choose what you lije and copy for a bit. Then after a while, you can start styling yourself.
And honestly, you can turn almost any style into a cute style. You need to learn about your own body and figure out what flatters you though and experimenting with different styles is what you should do first.
