If you're looking for hydrating, I would go for a BB cream instead of a foundation. BB creams generally have decent coverage and I'd say most are hydrating. my favorite is Loreal Youth Code, very dewy and moisturizing and full coverage. If you are dead set on foundation, I'd say Either Maybelline mouse foundation for hydration or covergirl 3 in 1 for very good coverage, its hard to find foundation that does both.
