A drugstore option would be NYX and Wet n Wild's Fergie Collection eye primer. I haven't used the Wet n Wild one, but I've heard great things about it! With the NYX one you have to blend it out some more, but it's well worth that little amount of extra effort! :)
If you want a high end option there's Urban Decay Primer Potion (as Trevor mentioned), Benefit's primer (which can also be used to prime under eyes), Too Faced Shadow Insurance, and the Lorac eyeshadow primer. I haven't used Too Faced, but my friends who have really do love it!
Personally, I would invest in the NYX primer because it's cheap, but it works wonders! Just be sure not to use too much and that you blend it out correctly otherwise your eyeshadows will crease. If you have oily lids then I'd use Urban Decay Primer Potion; my mom has oily lids and it works great for her!
