I don't have this problem but my friend has naturaly curly hair (even smaller curls than you) and she has similar trouble. Finally she ends up finding with Pantene aqua light collection.

Any curl activators woulf probably work.. or maybe even gel (eco styler gel is one of the best)

Well... I find that when I use dove my hair is silky but really heavy and hard to do much with. Herbal Essences doesn't do that to me though... The best thing for shampoo is to cycle it to reduce buildup and increase efficiency. If you go to the product section for kinky hair, there are a lot of good curl definers. Sorry I can't recommend a particular product though :/
