What should I do with my hair and makeup?

Wearing this dress out to lunch/dinner tommorow, don't know what to do with my hair or makeup, any suggestions? (sorry for bad lighting in picture, dress is long, dark blue with black and gold belt)

I know can't get another pic, it is a long maxi dress with a black belt with a gold buckle, if that helps :/

Thanks. I would do either a messy bun or looses curls or beach waves for the hair. And the makeup I would do like a natural eye with glitter liner. Jst a little of the glitter tho.
