have you tried a gel eyeliner? I find they stay the longest and don't smudge

Kohl liners are the most heavily pigmented and great for photoshoots but are designed to smudge. Waterproof liners like urban decay and makeup forever stay on the watery membrane of the waterline the longest.

A good kohl liner to the waterline is one from Davis, it is very cheap and good.
