Is L'oreal true color match good for dry flaky skin??

I have no acne yet suffer from eczema, I don't have acne but discoloration... Would L'oreal true match foundation be ok for me? If not what do you guys suggest??

Do you use a moistuzer and still have the flakes? (I'm not familiar with eczema)

I found a really good moisturizer that I like from Clinique. So yes but after a while my face starts to look dry again.
