I have a dress that is good sequins on the top and then the bottom is a flowy neon green tulle skirt. I need help with jewelry, shoes, and makeup!

Ok so I wouldn't recommend wearing any necklaces since the top part is already so blingy. But maybe some gold bracelets or earrings! For shoes a pair of gold or white pumps would look great! Hope I helped! :)

Keep your make-up simple cause your dressing is shiny. maybe a bit of gloss and brown eye-shadow.
