I would do eye makeup colours that are natural and use a pale blue eyeliner to subtly match the dress. I would do big voluminous curls with a 1-1.5 curling wand.

I would try curling your hair freely then blend my bangs out to the Side. For makeup a nude eye with shimmer and good lashes! And a warm rose lip color! Beautiful dress and happy birthday!
