Can you break the vitamin E capsule and apply it over directly?

Do they look like red dots? this is a different form or acne that gets worse when you physically manipulate them. its called keratosis pilaris. the best products for this are cleansers with salicylic acid. neutrogena's orange body wash has it as an active ingredient.

Some are red and now patchy cause I put epiduo on it but the others are skin toned and itchy.

It could still be keratosis pilaris. try using the neutrogena stuff. ill take the gel and coat my upper arms with it ad leave it there for a few minutes while I lather up my hair and/or shave my legs and then take my loofa and gently lather it up and wash my body.
be careful not to rub it too harshly, like I said physically manipulating it can make it inflamed. try to not use anything but your hands on it the first few times. its a slow acting solution but your skin will feel super soft and if it is KP then it will keep it away. if thats not helping in the nest few weeks you could have a sun allergy.
