Put lip stick on them but only add gloss to the centre of the lower lip.

Use naked liner from mac around your lips to make them look more prominent, apply lipstick like you normally do, and dab a little bit of clear gloss on the center of your lips.

Sounds weird but it works for me to put a little Vaseline on a toothbrush and brush your lips with them in a circular motion for about 30 seconds.. Then I use a plumping gloss from VS :)

Also If you dab a TINY bit of white eye shadow in the center of your lips it creates a plump effect
