For me I just use my fingers to pull my eyelashes down like I have something in my eye and just line right above my bottom lashes. don't go too far towards your eye tho.. it burns! hope I explained myself well.

So we're talking about lining the water line? I think the Maybelline EyeStudio Lasting Drama Gel Eyeliner works really well for me. I use an angled liner brush to line my waterline (the inner part of my eye lids). I used to use an eyeliner pencil but found that the gel liner makes the color more solid and intense, and using a brush doesn't leave any gaps around the lash line.
