I'm going to be Harley Quinn for Halloween I'm going to wear tight dark jeans maybe rip them a black muscle top and red torn up top and boots good enough? makeup I don't know wearing my hair in pigtails... any suggestions.

Because it's HQ the makeup can be as difficult or easy as you want it to be. You could do the full white face, lipstick, and black eyes with red bits of eyeshadow. Or just lipstick or a black and red smokey eye.

Sorry, but no, in my opinion that outfit does not work for a Harley Quinn costume, you are creating your own character with that, not dressing as her. No one would get that you are her.
