You can try use honey lip balm, it's so moisturising and smells soooo good :)

Do a lip scrub with sugar and extra virgin olive oil. Then lock in the moisture with a good Chapstick afterwards.

Yes, do a lip scrub to get all that dead skin off your lips (sugar & extra virgin olive oil is a great one! or Lush sells a great lip scrub also using sugar), then apply you lip balm so it moisturizes the fresh, new skin underneath all that dead stuff.
I'm using Sephora's Brown Sugar lip treatment & it's working wonders for me! I would highly recommend it to anyone who gets dry, chapped lips. especially in winter :p

I did a lip scrub that had sugar Vaseline maple syrup and honey...it works really well
