Every night before you go to bed (until they are no longer chapped) use Carmex lip balm. Put it all over your lips. It will seriously make them softer overnight. I had a doctor recommend it for cold sores, and it is good for that too. It's only 99c I think at walgreens or cvs. I use it almost every night to prevent chapped lips, it works wonders. If you can't get it right now try the toothbrush thing. That works too.

Buy an electric tooth brush if you don't already have them and run that over your lips after brushing your teeth morning and night then slather on something like vaseline or whatever your favorite lip balm is (I love vaseline- its amazing at night! I PILE it on!) I have chronically dry lips, and I have found this to help immensely :)

Overnight apply a thick layer of a heavy duty lip butter or Vaseline. In the morning use a wash cloth to gently scrub at your lips to take away the flake ( this is actually dead skin cells!). Keep a lip balm on hand at all times and reaplly it every half hour.
