L'oreals liner pencil (retractable, and not the one with the smudger on the end, its an all black automatic liner) is very dark and won't smudge.
Urban Decay is okay, but for 19 dollars it runs down very fast. So I only use it on special occasions or a very dramatic look. And if you don't use it often it dries out.
BH cosmetics works fabulously for about $3.

I use the e.l.f. Waterproof Eyeliner Pen, I love it and it lasts all day, although you kind of have to break it in but it's totally worth it for being only one dollar.
