Does anyone know if you can freelance while you are working at sephora?

Yes I'm sure you can, sephora.

Most companies won't allow it if you're working a specific brand ex: if you work for mac you can't freelance for Chanel

Sephora isn't a specific brand per se, regardless if you just mean having your own clients and doing events then yes you totally can no matter who you're working for.
