The best eyeliner for the waterline would be Too Faced gel liner pencil. It's waterproof AND tear proof. So it tends to have the longest wear bc the salt that's naturally in our eyes doesn't break down the formula and its a gel. So ultra long wear. It's amazing. @karlag 😊
