I like Elf (only a dollar) and NYX but I also have the Sonia Kashuk hidden agenda concealer palette from Target and that works pretty good for a primer and is also a great concealer so you can combine products which is wonderful if you are really trying to watch your money

ELF, NYX & if you can find it Ruby Kisses. The Ruby Kisses primer reminds me of Urban Decay's Primer Potion except it's only $4.
