First start off by applying more moisturizer before your makeup even goes on. I have super dry skin and I put on at least two layers of moisture, then a separate SPF. When you have dry skin, there is no such thing as too much moisture.
What I do is I use a tinted moisturizer all over my face, then add a cream foundation to the spots where I need a little more coverage. I'm currently using MAC because I'm too fair skinned for anything at the drugstore. But the principle is the same. You could even use a tinted moisturizer all over? Then dust with a mineral foundation where you need more coverage. That would serve the dual purpose of giving coverage and setting your makeup.
