I'm told filling in my eyebrows with eyeshadow will help my makeup look better, but I don't know what color to use. What color eyeshadow will work for me?

A couple shades darker than your hair. So a medium brownish colour.

I would use a taupe. Any gray toned light brown. With blondes you want to stick to cool toned colours because warm tones may look orange on your light brows. A good and super cheap eye brow filler is the Elf eye brow kit in Light!
