Beauty should not hurt your wallet. But if you really want to build up your collection, start with things you can afford. You can always opt for drugstore brands. There are brands that cheap but amazing. Maybelline, rimmel, nyx, bourjois, revlon, etc. grab some if they have some sale events. Try to save some money if you want to splurge for expensive stuffs. Once a month, I'm treating myself for buying stuffs I like. Let your friends and relatives know what you like so they'll just give it as a gift.

Very inexpensive but good products:
Wet n Wild (pigmented eyeshadows, and the Megalast lipsticks are amazing for only $3!)
Elf ( I have the 32 shadow palette, their brush and primer. Love it. I use it everyday)
