Scrubing definitely helps with skin cell renewal. Sugar's a great scrub. I'm also in the same situation so I don't know what else to try. I know that skin whitening stuff like lemon, papaya, and potato work. Green tea protects skin from getting darker and yogurt exfoliates, renews and lightens blemishes for glowing skin.

Exfoliation would be a good method. If you wanna use a scrub, do it no more than 1 or 2x a week. But..
Chemical exfoliation can be very effective for hyper pigmentation. It can also be used daily in lower concentrations. Like an AHA (alpha hydroxy acid) these are natural acids found in food. (Lactic, Malic, Glycolic) These help stimulate cell turnover.
Lactic acid is highly recommended for for sensitive skin types. It's milk derived, and also has great humectant properties. But these are better for dry to normal skin.
If your skin is oily and acne-prone, it may be better to use a BHA. This is salicylic acid, but it can cause dryness.
The downside to AHA's is that they may increase photosensitivity, so it's important to use a broad spectrum SPF 30+ sunscreen, on the other hand, BHA's do not increase sun sensitivity.
Use these after you wash your face. Wait for them to dry, then apply your moisturizer, and sunscreen if you're going out.
