80s theme is a good idea:)
For hair,try something that's gives your hair volume,such as teasing.Or you could do a simple side pony or pigtails.You could also add a neon headband.
For accessories,I'd just say neon gloves that are cut at the fingers or leg warmers:)
For makeup,mascara,
eyeliner,bright pink lipstick (with gloss) and fun colors for
eyeshadow.

You could do something basic like some pink athletic shorts, a graphic tee, legwarmers, maybe some colorful Converse shoes, pink sunglasses, and the most important part, BUBBLEGUM <3333
