Its either a part of your genetics or a symptom of an illness. I'm going to bet its just your genetics. Try using brightening creams but be careful with them around your eyes. I say just embrace it around your eyes- smokey eyes will never be out of style and use contouring to work the rest in your favor.

I really can't tell without seeing it but if it is hyperpigmentation or melasma you need a skincare routine the promotes rapid cell turnover and brightening ,exfoliation using lactic acid or glycolic acid an retinol and brightening using a vitamin c serum and using spf daily will help a lot

It looks like hyperpigmentation melasma is more in big patches but you have to do the same skincare routine for both you can try a line called obagi but you must use sun screen with that line and reapply if your going to be in the sun.
