I want a anchor tattoo so I've chosen two possible places my thumb and upper forearm... the upper forearm I don't want people thinking I shoot up or used to.

There's no logical reasoning for one to think you used to "shoot up"" as you put it with having that placement for a tattoo.

I agree with lia, I would never think that and I know so many people with beautiful tattoos placed by their inner elbows

Do it in the arm location, tattoos on hands limit work possibilities

As said above,I think the inner arms looks much more delicate and beautiful.Tattoos on hands are rarely a good idea for employment.
