I'd say the cleanser as you don't put moisturier on first then wash your face also I find cleanser can be drying sometimes so to moisturise after would be good.

Cleanser first because most cleansers (not all) but most are geared for more oily skin. So it tends to dry your face. So cleanser first then moisturizer for soft after skin.
