To cover dark circles, use a salmon (orange-yellow) concealer on your dark circles, then cover that with your foundation/bb cream to even out your skintone. Without that, the eye makeup in the picture is making your circles more pronounced.

Indeed this purple make your dark circles look even brighter.
For make up: add some darker color in outer corners (choco brown) and in the crease (light brown, bronze etc), use mascara, add some white or very light nude under brows, in inner corner and under eyes (outer corner), also I wouldn't use black pencil on wet line because it also make dark circles be more evident. And yes use concealer.
For treating: hard to find a good remedy which will work, try some masks with raw potato, cucumbers or put maybe some cold tea bags (used), but honestly nothing helped me, maybe girls know better solutions:-)
