It seems that for many discounts as a professional makeup artist, they require a magazine tear sheet showing professional work. I have heard of ModelMayhem as a way to connect to professional photographers, but how do you get to work for big magazines as an artist? Does it start by just calling them?

No, first you don't need to have a tear from a national magazine.

Any credited work is fine (even underground magazine)

Also, a lot of photos are submitted to magazines, so you do a shoot, present great pictures and create an editorial sumit it to various magazines, cross your fingers then get published. Model mayhem is great for networking and if you meet the right people you can help each other along your journey into the industry- a lot of my first credited work is through MM, there are a lot of upcoming designers that are great to get friendly with on their- also people that are a lot bigger then mm will tell you ex: I worked with celebrity photog mike Ruiz assistant, great connect and many possible publications thanks to him

Also, for a lot of discounts business cards, websites, pro cards from other stores are also very valid forms of credentials
