I would keep your hair simple, like a pony tail. Makeup same, waterproof eye liner and mascara and lipgloss.

I would just do a ponytail and no makeup. It's raining so I don't know why you would do makeup because you will just be worrying about it all day.

Agree with Shauna, if you feel you must have makeup then waterproof eyeliner or mascara but really it is better to skip it in my opinion. Get a poncho (unless you have a rain coat), they are cheap. Have legs fully covered since the rain tends to make people feel cold (leggings would dry faster if you get breaks from the rain).
