Urban Decay's Naked foundation is very light and there's a real pale in shade 0.5. I think it would match you. It leans towards people with pink undertones. I doesn't cause me to break out either. I pair it with Hourglass' mineral veil primer (travel size), and it's a force to be reckoned with! lol If you have a sephora/ulta near by, I would sample it first!

Tarte foundation has super light ones. I use the Amazonian clay foundation and there's like 5 shades that are lighter than mine. And I'm pretty pale lol.

I use loreal paris magic nude liquid powder... I'm about as pale as you are and I use the 'light ivory' shade which is the 2nd lightest shade. overall I think it works well, it feels light on the skin and doesn't look cakey.
