My hair is a really dull blonde color and I'm not sure if I should darken it or lighten it or just go for a whole nother look. Any suggestions?

If you want to go for a lighter shade, try silver shampoo! It takes away the yellowish tone in blonde hair and pushes it more towards silver/white.

I agree with Maxime, when I dyed a piece of my bang blonde I hated it because it was yellowish, but I used a purple shampoo and it made it a pretty bleach blonde, and I have very dark hair so it was a life saver.
