I'd be glad to help! First of all fair skin with neutral undertones is perfect, good or bad, it's sort if the ideal in the make up industry and gives you so many options. Honestly I think you just need to do some experimenting to see what works best for you. But bright lip colors can be great with paler skin because it allows the color to pop. Illamasqua is one of my favorite brands for some of those more intensity colors. A good red is a must for every woman and there're so many available! Deeper colors like dark purples and browns can also compliment fair skin very well, especially when your young. This and the others I've mentioned are bolder choices. For more casual lip colors you should try the sugar lips line from fresh, they're some of my favorite lip sticks for so many reasons! The colors compliment most if not all skin tones, with SPF for sun protection, and they're incredibly moisturizing! The brands I mentioned are awesome but please just do some exploring. Be open to experimentation with your make up and you won't be disappointed. Go into sephora, or Mac , your local make up counter, whatever and ask the sales people for help. The people at sephora, in my experience, have always been very knowledgable and if you're confused, they're generally willing to give you a little makeover so you can see the products in action
Hope this helped :)
