The original idea for toner was to balance the ph level of your skin, so it doesn't get too dry or too oily. But as was already mentioned it also cleans out your pores and certain kinds are made to help acne(: They also make toners specifically for dry or aged skin.

Toner is like a liquid that doesn't have to be rinsed off amd is used right after face wash to remove the skin residuals that are left in there.
