Where can you buy special effects makeup ? Like if I wanted to make a fake cut or Halloween cuts ?

I'm guessing you need it in time for Halloween, so I would go to a Halloween store and get some liquid latex or some gelatin. There are some tutorials online for using latex but its pretty simple, just apply it in layers "sculpting" in the shape you want. It can irritate some skin types though, because of it's high ammonia content, and some people are allergic to it. So do a small test patch to make sure. A little irritation shouldn't be anything to worry about but anything more and you shouldn't use it. Gelatin can be used as well. All you have to do for that is heat it up and spread it on and shape it. They should also have this, probably in a little kit. I would avoid using either on areas with hair like arms or legs because to remove them both you have to peel/pull them off and it can hurt. You can always shave the hair from the area you want to put it on to avoid this. They should also carry tubes of blood and paints. You can tint your latex by adding a bit of acrylic paint to it.
For next Halloween (or this one if you're willing to pay for overnight shipping) I would go to monstermakers.com. They have all kinds of stuff and this is where a lot of the special effects artists in the industry today buy their supplies. Just make sure to read any instructions carefully though, some materials used by effects artists can be dangerous or cause injuries if not used properly.
