Where do you buy special effects makeup ? Like if I wanted to do a fake cut or anything like that ?

Ebay is the best place to find SFX makeup. I'd say the bare minimum you'd need is liquid latex, scar wax, a few face paints or eyeshadows and fake blood.
Alternatively, you can save money by making blood and scar wax yourself, I just made a video on making realistic looking fake blood:
