Is bb cream good to start off with if I'm a beginner to wearing makeup.

Yes, if you don't need much coverage since bb cream gives a sheer coverage

Sure. American BB Creams are basically tinted moisturizers, so anything of that nature is good if you're just starting out and don't want really high coverage or heavier makeup like foundations.
