I really want to get my sister something to make her feel good and fancy and was thinking a Chanel powder or lipstick- I don't care about the price because I want to splurge on her... But is it actually good makeup?

The lipgloss is nice. I have a friend who literally only uses Chanel makeup, and it's great quality. The shadows are so smooth and gorgeous, and the powder gives a flawless look. The mascara, like Shelby said, is also really nice. If you want to be even more awesome, the mascara comes in a bunch of different colors, like blue, turquoise, yellow, purple etc.

Chanel is very good, but I think I would get an eye makeup palette like Urban Decay Naked (I have them all but depending on skin tone which is best for her; naked 1 is good for 'warm' skin tones which means the veins look more green, and naked 2 is good for cool skin tones=blue veins, and the naked 3 is rose tones that look good on both skin tones in my opinion).
Chanel has lovely products but I think that a palette would be funner just because she could switch up looks and you wouldn't have to worry about getting the wrong color of powder or something. Also Buxom lip glosses are the besttt. As for other brands of eyeshadow or just general I recommend, Too Faced (love their eye shadows), Lorac, Smashbox, or Nars
