As you can see, some look smaller and some look bigger

For me it makes my eyes look smaller and it makes them look harsh , I use mascara on the top and bottom and white eyeliner in the waterline to make them pop!

I have blue eyes & I always find that whdn I put black liner on my lower waterline it really shrinks my eyes, so I usually stay away from that unless doing a smokey eye. however, putting it on my upper water & lash line really helps making them pop. another thing that will make your eyes look bigger is using white liner on the upper &/or lower water line.
but like Arvind said, it really depends on how you do your liner :p

Depends are the size of your eyes. And if you draw a thick or thin lines on your eyes. I find if you put black eyeliner on your lower lash line it makes them look smaller
