What's the foundation and powder rule?

I know to make your foundation and powder come out flawless and match you perfectly, I think I heard its your foundation must be your skin tone and powder must be lighter. Idk. Please correct me if I'm wrong. So how does it go? Want to know so I knoe what to go out and buy.

Foundation is ment to match your face and neck. When you're at the store buying foundation, put a line going from your jaw to your neck and then go outside see if it still matches in daylight. That's all I know haha.

Powder can be your skin tone or a translucent powder which is white and using a very sheer coverage.

I think using a lighter powder can wash your face out, especially in photos. I would go to Sephora and get color matches with their new scanner thing (not for sure on the exact name lol but they scan your skin and it comes up with the perfect match of makeup color and brands), if you don't have a Sephora then I would go to Ulta or a Makeup Counter in the mall or something. Your foundation and powder need to match your face and neck. Although I recommend translucent powders like Elf Cosmetics (only about $3, and you buy on their site or target), Bare Minerals, Too Faced, or Nars is good too...

When it comes to foundation & powder, I find it best to find a foundation that matches your skin tone (I put a tiny amount on my chest, rub it in, then check in natural lighting).
& for powder I like to use a translucent setting powder so it doesn't change the colour of my foundation. Revlon makes a good one :p
