I agree with Justine. The e.l.f. primer is fantastic & it is $1 ($3 max). I can attest to the Lorac and Urban Decay's Primer Potion being decent.

I have dry skin and my favorite primer is NIP+FAB Sheer Make-up Fix (found at Target or Ulta), it's hydrating and leaves a great base for foundation. The L'Oreal Magic Lumi Light Infusing Primer a close second, I love the glow it gives my complexion, especially this time of year. The ELF Mineral Primer is a good inexpensive alternative to Smashbox. As for your setting spray question, I can't speak for the MAC spray, but I use the Dewy Finish setting spray by NYX and it works well for me.
