To brighten, go lighter. To conceal dark circles, make sure the concealer is pink and then use a product the same color as your skin tone over top to cancel them out. Mostly I find that concealer that's too light draws more attention to the things I'm trying to cover, so I'd be careful with that :)

Same skin tone. Like Hannah said it can draw more attention especially in photos. I highly recommend Hard Candy Glamoflauge for a full coverage concealer

Same as your skintone. I would also look into correctors. pink for your under eyes and green for redness. put those on first then top with your concealer in your skintone.

Depends on your skin type. If you have dry skin go with your skin tone. But if you have oily skin go with a shade lighter (or half a shade if available) because the oil will make it oxidize and you'll look like you have orange spots painted on. Not a good look for anyone!
