I would do a dark red wine colored cocktail dress. And maybe gold glittery nails. For hair I would curl it like the model in that pic. Or something like this.! You can find it buy looking up formal updos by Lilith Moon ;)

If you do go with a dress like you picked out Briana, I have a couple nail suggestions. With this style, you would replace the pink for a blue that's really close to the dress color.

I know you want a blue dress but white dresses are beautiful at winter formals. I like this one because it is nice, simple and it give a more sofiaticated for your formal. Hope this heps.
