Make a strong cup of chamomile tea, let it cool, soak a piece of cotton and put it over your eyes :)
Or use cucumber slices :) I think chamomile tea is best :)

Get enough sleep, I've heard that massaging can help (under the eye of course)..

If you do chose to massage like tiril suggested be sure to be gentle! that area is very sensitive and being to harsh in that area can induce wrinkles.

Not to spun mean to the other people that commented but those really won't help, you need a tea with a high amount of caffeine because thats the whole point of tea bag treatment, black tea contains the most amount of caffeine, the green but chamomile is pretty weak in caffeine
