Blonde Hair Problems!?!? :(

The story is I lightened my original jet black hair to a light golden brown ombre. I recently bleached it again tonight, actually. My goal was to go from light brown to ash blonde. However, that is not what happened! :(

Products I used are as follows:
Ion Color Brilliance powder lightener
Wella Color Charm Toner T18
20 Vol. Developer

So far my hair is a complicated color. Its a light brown but it has blonde pieces and dark brown pieces following through it. When I washed it out the bleach it was bright. However, when I toned it with this violet based toner I washed it out and it turned my light brown/blonde hair a darker blonde! I wanted to get rid of the orangey tones but I wanted it bright blonde! I left it on for 30 minutes why is it darker now!

Not happy with my results! Can anyone recommend a good toner from Sallys? Also is the brand of bleach I used any good? It didn't lighten that quickly and not to the light ash blonde I wanted. Is quick blue a better opption? Thanks ladies.

And violet does not cancel orange tones. Blue cancels orange and vise versa. The color wheel is your best friend when it comes to color. Colors opposite each other cancel out. For example red cancels green, violet cancels yellow. Not my picture by the way.

Sometimes when you use a actual toner it can stain the hair in a way
Sometimes it can wash out but something absolutely wonderful for getting that perfect shade of platinum/ ash is getting the product of shampoo and conditioner line by shimmer lights
It's a purple based shampoo and conditioner use to get rid of brassy-ness
I have never tried it how well it'd work with orange hair but get it to that pale yellow it'd make it perfect
